Direct Admission in IHMs for Foreign Nationals, NRIs and PIOs by NCHMCT

1. The Scheme

This is the direct admission scheme for the student belonging to any foreign country, non-resident Indian, and person of Indian origin under the various Academic program of NCHMCT in the IHMs under its Academic Umbrella and its NOIDA campus.

2. Introduction

A DASA scheme was introduced by the Ministry of HRD, Govt. of India in 2001 to make the admission process of such candidates a uniform standard for premier Engineering Colleges. The Scheme was later on adopted by other technical and professional Institutions for their guidance. Initially Ed.CIL (a GoI undertaking) was made a single window for such purpose to fulfill all the codal formalities before admission. Institute those who were able to complete the codal admission formalities as per the guidelines, were also permitted to continue to take admission without the assistance of Ed.CIL. The present scheme has both options i.e. admission of such students through Ed.CIL or marketed by the IHM itself.

3. Objectives

The main objective of the scheme is to popularise Academic programs beyond the Indian boundary and to get International recognition.

4. Sub-Scheme, if any

• Reserved Quota for the candidates belonging to SAARC Countries as decided under the Colombo Plan and the number of quotas revised from time to time by the special committee on Tourism of the SAARC Countries.
• One reserved seat for the students of each Least Developed Countries (LDC), to be sponsored by the Government of India. (List of the Least Developed Countries is published by United Nations on their website after verifying the development status of the country)
• Students from any foreign country beyond the above said quotas including the students from SAARC and LD countries.
• Students who are originally Indian, holding an Indian Passport but residing in a foreign country during the last six years or more, and also declared NRI as per the definition mentioned in 5.2 below. Students who are Persons of Indian Origin who held a passport in a country other than Afghanistan, Bangladesh, Bhutan, China, Nepal, Pakistan, and Sri Lanka and were provided with an Overseas Citizen of India Card (previously PIO Card) by Govt. of India.

5. Definition of FN/ NRI/ PIO

• FN – Foreign nationals are called person who has citizenship of a country other than India and holds a passport of their respective country. Therefore, the citizens of SAARC and LDC countries are also Foreign Nationals. If a foreign National passes the required qualifying exam (i.e. 12th equivalent) from India, even then they will be considered for admission under the FN category.
• NRI – Candidates who have Indian Citizenship and hold an Indian Passport but have at least three years of education inclusive of 11th and 12th or equivalent (not beyond) in a foreign country during the last six years and passing the qualifying exam (i.e. 12thequivalent), required for admission from abroad. (Authority No.F.22- 12/2007-TS.III dated 28.01.2008)
• PIO - Students who are Persons of Indian Origin, who held a passport in a country other than Afghanistan, Bangladesh, Bhutan, China, Nepal, Pakistan, or Sri Lanka and are provided with an Overseas Citizen of India Card (previously PIO Card) by Govt. of India. If a PIO passes the qualifying exam (i.e. 12th equivalent) from India, even then they will be considered for admission under this category.

6. List of the SAARC Countries

The South Asian Association for Regional Cooperation (SAARC) is the regional intergovernmental organization and geopolitical union of nations in South Asia. Its member states include Afghanistan, Bangladesh, Bhutan, India, Nepal, Maldives, Pakistan, and Sri Lanka.

7. Definition of LD Countries

The Least Developed Countries (LDCs) are a list of developing countries that, according to the United Nations, exhibit the lowest indicators of socioeconomic development, with the lowest Human Development Index ratings of all countries in the world. A country is classified among the Least Developed Countries if it meets three criteria - Poverty, Human Resource weakness, and Economic Vulnerability as per the criteria of the United Nations. A list of the LD Countries has been published on the website UN.

8. Institutes where direct admission of FN/ NRI/ PIO is on offer

Direct admission in various courses is on offer in the following Institutes:

• At NCHMCT’s NOIDA Campus
• At all the Central Govt. sponsored IHMs
• At all such State Sponsored and PSU-owned IHMs, who are considered suitable to handle such students and are willing also
• At all such State-sponsored FCIs who are considered suitable to handle such students and are willing also

9. Number of seats on offer

• The number of seats reserved for this category of students in different IHMs shall be nearly 15% of the total number of intake approved by NCHMCT for Indian Students, subject to a maximum of 15 seats in the UG program, 2 seats each in PG as well as PGD program and 5 seats in each diploma program in each Institute. These seats shall be supernumerary.
• Under the Colombo plan, a total number of 25 seats across the IHMs in the UG program is reserved for students from SAARC countries. Similarly, another 25 seats i.e. 5 seats in each of the 5 diploma programs of the NCHMCT are reserved for the students of SAARC countries across the IHMs under the same plan. These students will be treated at par with the Indian students and as such fee structure under this quota is at par with the fee structure of Indian students.
• One seat is reserved for each Least Developed Countries (LDC) for direct admission to the UG program. At present total of 43 Countries is listed by United Nations as LD Countries. Such candidates are to be sponsored by the Government of India (Ministry of Commerce).

• Seat for FN/ NRI/ PIO at a glance :

Seats are allotted only to all such Institutes that are willing to take such students.

10. Procedure and eligibility

To get a seat under the SAARC quota, the eligible candidate of SAARC Country has to apply in the format available on the website of NCHMCT and such application should either be forwarded through the education officer/authorized officer of the High Commission of India at the respective Country or through the authorized officer of High Commission/ Embassy of the country (the student belong) in India. The Ministry of External Affairs of Govt. of India is extending scholarships to up to two students within this quota. The candidate has to apply for the same to the concerned officer at the High Commission of India in that Country in the prescribed form of MEA.

To get a sponsored seat under the reserved quota for LD Countries, the students of such Countries have to apply through the authorized officer at the High Commission/ Embassy of India in that Country to forward the request to the concerned officer of the Ministry of Commerce, Govt. of India, New Delhi for getting Indian Govt. sponsorship and further forward to the NCHMCT for confirmation of admission.

Other than the above admission quota, the willing FN/ NRI/ PIO, having the eligibility as per clause 10.4 may apply either through Ed.CIL (a Govt. of India Undertaking). Such candidate should address their application to the:

Ed.CIL is Govt. of India is authorized agency for facilitating direct admission of Students Abroad and partners with NCHMCT.

IHMs/ FCIs, where the seats for such candidates are on offer can also facilitate the eligible and willing candidates, but such applications should be addressed to the Director (Admn. & Fin.) of NCHMCT and the admission should not be confirmed till the eligibility and other condition is verified and approval of admission is sent to the Institute by NCHMCT.

Candidates must fulfill the following eligibility criteria.

• Pass 12th standard in the 10+2 system of Senior Secondary examination or its equivalent from a recognized Board/Institution by securing not less than 50% marks in aggregate.
• Must have English as one of the subjects at 10+2 level and must qualify for the subject in 12th standard.
• Those appearing in the above qualifying exam can also apply on a provisional basis. Provisional admission will stand canceled if proof of having passed the qualifying examination is not submitted at the time of admission or latest by 30th September of the admission year.
• For NRI candidates, they must have three years of education in a foreign country inclusive of 11th and 12th level or equivalent, in addition to other conditions of being NRI as mentioned in clause 5.2 above.
• In the case of another candidate, the 12th equivalent qualification of any country including India is acceptable.

11. Roll of Ed.CIL in the Admission process

Under DASA Scheme (Direct Admission of Students Abroad) in Central Engineering Institutes (other than IITs), the Govt. of India has designated Ed.CIL a ‘Coordinating Agency’ and a ‘Single-Window Facility for Admission’ for the eligible students of this category. Since they are made responsible to publicise those courses abroad, the NCHMCT has also entered into an MoU with Ed.CIL to publicize it is one academic program i.e. B.Sc. (HHA) abroad and to allow them to function as a Coordinating Agency’ and a ‘Single-Window Facility for Admission’ of such students for admission in NCHMCT and its affiliated Institutes. Under the MoU, the Ed.CIL will publicize the B.Sc. (HHA) program abroad, collect the applications, verify the eligibility of such candidates, and then forward such applications to the NCHMCT for admission. They are charging 10% of the fee as a service charge from the candidates.

12. Direct Marketing by the IHMs

Institutes mentioned in clause 8 above, may publicise and do marketing at their cost to get students for their Institute. However, they are not authorized to confirm any admission, without the approval of NCHMCT. The total number of students through direct marketing by the Institute and other students under this category, allotted by NCHM from other sources, should not exceed the total allowed strength as per clause 9.4 above in each Institute.

13. Fees structure

For the students admitted under the SAARC quota as per clause 9.2 above: They will be charged fee at par with the Indian Students of same program, and as revised from time to time. Hostel, Mess Charge and other Institutional charges (I.card fee, tool kit cost, uniform etc.) are extra and vary from Institute to Institute. Under scholarship scheme of MEA up to two candidates, the Institutional fee other than Hostel, Mess Charge and other Institutional charges are paid directly to the Institute by the Govt. of India.

For the students admitted under the LDC quota as per clause 9.3 above: These students are fully sponsored by Govt. of India. Students admitted under the scheme need not to pay even the Hostel and Mess Charges, since entire cost of their study is paid by the Govt. of India directly to the Institute.

Foreign National other than above two quota, NRIs and PIOs has to pay fee and other charges as under:

Students admitted in the 1½ year diploma, are Charged for one year only and not for the 6 month period of their Industry attachment. However those are admitted in 1½ year P. G. Diploma, are charged a proportionate amount for the 6 month period of their tenure.

Students admitted directly either through NCHMCT or through the Institute (Without facilitation of Ed.CIL), will not be charged service charged as mentioned above for Ed.CIL.

14. Timeline to apply for admission under the Quota

Duly filled in application should reach to this Council either directly or through EdCIL or through the IHMs marketing directly between 15th January to 10th July every year positively.

15. Applicable rules for such students

Students admitted under the scheme are liable to the Student’s Disciplinary Rules, Ante-Ragging Rules, Hostel Rules, Library Rules and other such rules in force in the Institute. They are liable to abide by all the uniform code, conduct code as applicable to the Indian students.

16. Indian Agency for equivalency of qualification

Association of Indian Universities (AIU) is the agency consulted for equivalency of the required qualification of the candidates, if required to ascertain the eligibility. The charges of AIU are to be paid by the student only.

17. Relaxation of Timeline and other conditions

Chief Executive Officer will have the authority to relax the Timeline of receipt of application as mentioned in the Clause 14 and other conditions contained in the scheme on getting satisfactory reason for such relaxation.
