About O.M. Beketov Kharkiv National University of Urban Economy

O.M. Beketov Kharkiv National University of Urban Economy was established in 1922. On the basis of the "Regulations on the management of public utilities", adopted at a joint meeting of the Council of People's Commissars of Ukraine and chairmen of provincial executive committees on July 12, 1922, it was decided to establish the All-Ukrainian Technical School of Public Utilities (VTKG). The resolution of the All-Ukrainian Central Executive Committee of November 22, 1922 on the enactment of the Code of Laws on Public Education recognized: "Technical schools are a higher school that trains highly qualified workers in a certain narrow branch of the national economy and state building."

VTKG was reorganized, and the current number of students was transferred to the Evening Working Technical School of National Economy (VRTNG), where the Faculty of Public Utilities was opened. The Resolution of the Commission on the Merger of the Technical School of Public Utilities with the Evening Working Technical School of National Economy of July 14, 1924 states:

Based on the meeting of the Board of NGOs, it was decided to join the Kharkiv Evening Technical School of National Economy on July 1, 1929 to the Kharkiv Institute of National Economy as a separate evening faculty, without changing its target guidelines.

On July 12, 1930, the Resolution of the Council of People's Commissars of the Ukrainian SSR was issued, which stated: "The Kharkiv Institute of Public Utilities (HIKG) is established on the basis of the communal faculty of the Kharkiv Institute of National Economy."

By order of the Cabinet of Ministers of Ukraine of November 28, 2012, the Kharkiv National Academy of Municipal Economy was reorganized by transforming it into the Kharkiv University of Municipal Economy.

According to the Decree of the President of Ukraine № 162 of March 26, 2013, the Kharkiv National Academy of Municipal Economy received the status of a national university of urban economy. According to the Order of the Ministry of Education and Science of Ukraine № 464 of April 25, 2013, Kharkiv National University of Municipal Economy was named after O.M. Бекетова.

O.M. Beketov Kharkiv National University of Urban Economy - Ensuring the quality of education

The system of ensuring the quality of educational activities and the quality of higher education at the Kharkiv National University of Municipal Economy named after OM Beketov (hereinafter - the University) was developed in accordance with the Law of Ukraine "On Higher Education" of 01.07.2014 №1556-VII (Article 16 Higher Education Quality Assurance System) and is based on the principles set out in the European Association for the Quality Assurance of Higher Education in the "Standards and Guidelines for Quality Assurance in the European Higher Education Area".

The system of ensuring the quality of educational activities and the quality of higher education of the University consists of:

  • Strategic Development Plan of the University until 2020
  • Internal quality assurance systems
  • External quality assurance systems

The internal quality assurance system provides for the development of internal standards with:

  • Quality assurance policies
  • Development and approval of programs
  • Student-centered learning, teaching and assessment
  • Enrollment, achievement, recognition and certification of students
  • Teaching staff
  • Educational resources and student support
  • Information management
  • Public information
  • Ongoing monitoring and periodic review of programs
  • An effective system of prevention and detection of academic plagiarism in the scientific works of employees of higher educational institutions and applicants for higher education
  • Cyclic external quality assurance

The external quality assurance system consists of:

  • Higher education standards for each level of higher education within each specialty in accordance with the National Qualifications Framework
  • Licensing conditions for educational activities of educational institutions
  • Accreditation requirements for educational activities of educational institutions
  • Requirements of state certification on the acquired competencies of graduates
  • Standards of cooperation with employers to ensure a competitive level of training
  • World and national rating evaluation of the University

The University's quality assurance policy is public and forms part of strategic management. Internal stakeholders develop and implement this policy through appropriate structures and processes, involving external stakeholders.

In formulating the policy of the University to ensure the quality of educational activities and the quality of higher education, the following principles are taken into account:

  • Compliance with European standards and recommendations on the quality of higher education (ESG-2015)
  • Compliance with national standards of higher education
  • Autonomy of the higher educational institution as responsible for ensuring the quality of educational activities and the quality of higher education
  • System and process approach to quality management at all stages of the educational process

as well as principles of agile methods:

  • People and interaction are more important than processes and tools
  • A working product is more important than comprehensive documentation
  • Cooperation with the customer is more important than comprehensive documentation
  • Readiness for change is more important than going through the previous plan

The main task of the University: ensuring the quality of educational activities and the quality of higher education, their compliance with national licensing conditions for the provision of educational services, European and international educational standards.
